Sorsogon province is known to be at the southern tip of Luzon or the tip of Bicol peninsula and faces the island of Samar to the southeast across the San Bernardino strait and Ticao Island to the southwest. It is composed of two districts and subdivided into 14 municipalities and a capital city. Except for landlocked Irosin, all the towns rest along the coast.

The province has a total land area of 214,140 hectares (has) with a terrain of rolling hills and mountains with coastal lowlands. As of 2015 census, its total population was 792,949.

People in Sorsogon are migrants from Visayas, such as Warays and Hiligaynons but Bicolanos remain the dominant cultural group. Sorsogueños is the local name for the people of Sorsogon and they can communicate in different dialects such as Bikol, Sorsoganon, Tagalog, and English.  

Sorsogon is primarily an agricultural province where rice is the major temporary crop while coconut and pili remain the major permanent crops. Other major temporary crops are corn and bananas.

The province has a total agricultural land area of 126,594 has. Temporary crop land is 18,547 ha and permanent crop land is 104,597 ha, where the majority is planted with Pili trees.

Native chicken and swine have the most number of inventory for the poultry and livestock industries in the province with 755,000 and 94,466 count, respectively, in 2019.

The  553.3 kms of coastline of the province is bounded by five fishing grounds, namely the Pacific Ocean covering coastal waters of  Prieto Diaz, Gubat, Barcelona, Bulusan, Sta. Magdalena, Matnog, and part of Bacon District of Sorsogon City; Albay Gulf (Pacific Coast), shared by parts of Prieto Diaz and Bacon District, the Burias; Ticao Passes, covering the municipalities of Pilar, Donsol, Bulan, Magallanes and Castilla; Sorsogon Bay, which includes the municipalities of Casiguran, Juban, Magallanes, and Castilla; and the East and West Districts of Sorsogon City (Lopez, 2015).

According to BFAR, the five fishing grounds constitute around 4,491 ha of fishing ground of varying productivity and serve as sources of livelihood by 26,871 fisherfolks.

The coastal habitats of the province include a 5,607 has of mangrove areas, 2,365 ha of coral reef, and 2,065.6 ha of seagrass beds.

The province has 11 fish sanctuaries with a total area of 1,646 ha, established in the municipalities of Juban, Castilla, Barcelona, Donsol, Pilar, Sorsogon City, Magallanes, Matnog, and Bulan.

According to the Philippine Statistics Authority (PSA) in 2018, poverty incidence among families in the province is 19.5%. From its 27.6% poverty rate in 2015, it has decreased 8.1%.

The annual per capital poverty threshold in the province in 2018 is Php 26,025.00 to meet basic food and non-food needs, such as clothing, housing, transportation, health, and education expenses.

Project Profile
In FY 2018, the identified SAAD municipalities in Sorsogon are Donsol, Pilar, Magallanes, Juban, Sta. Magdalena, and Matnog. These are the municipalities with the highest poverty rate per district.

In that year, Php 19,562,740.00 was allocated to the province for its SAAD Program implementation. From this, a total of 4,140 individuals and 11 groups were given various interventions under the rice, corn, high-value crops, and livestock production packages of the program.

For FY 2019, the allocation of the province for its food production and livelihood component was Php 28,478,358.85, an increase of almost 60% from the previous year’s budget. From this budget, a total of 2,029 individual farmer beneficiaries and 45 farmer group associations received various interventions from the different packages offered by the program.

The Provincial Fisheries Office, as the lead agency in the SAAD Program implementation, work hand and hand with Provincial Agriculture Office – Fisheries Division and LGU, through the Office of Municipal Agriculture, in identifying barangays, possible individual beneficiaries, and livelihood interventions. Interviews and profiling of fisherfolks were done to gather baseline data in identifying beneficiaries for projects.

In 2018, Php 12,795,268.00 was allocated to the province for 13 identified livelihood projects, Grouper Cage Culture, Oster Culture, Non-Motorized Fiberglass Boat, Crab Entangling Nets, Fish  Pots with Sinkers, Motorized Fiberglass Boat, Squid Jigger,  Collapsible Crab Pot, Aquasilviculture, Drift Gill Net, Bottom Set Longline, Bottom Set Gill Net, and Motorized Fiberglass Boat (double engine).  There are 362 individuals and 12 groups benefited from the projects.

While in 2019, Php 10,234,114.00 budget was allotted to cater 7 identified livelihood projects, Grouper Cage Culture, Oyster Culture, Seaweed Culture, Collapsible Solar Dryer, Payao, Bangus Cage Culture, and Collapsible Crab Pot. There are 168 individuals and 9 groups who are benefitting the said projects.
