The Province of Surigao del Sur is located in the Caraga region. Its capital is Tandag City. It is bounded on the Northwest by the Province of Surigao del Norte, on the southeast by Davao Oriental, on its Eastern side by the Pacific Ocean, and the West and Southwest by the Provinces of Agusan del Norte and Agusan del Sur. This strategic location enables the province to establish favorable economic linkages with other neighboring provinces.

Surigao del Sur comprises 17 municipalities and two cities, further subdivided into 309 barangays. Two congressional districts are encompassing all cities and towns.

Surigaonon and Tandaganon are spoken in most parts of Surigao del Sur (except in Bislig City and the towns of Barobo, Hinatuan, Lingig and Tagbina, where most of the inhabitants speak Cebuano and their native Kamayo, a different language but distantly related to Surigaonon, is spoken by the rest of the population), with Cantilangnon, a northern variation of Surigaonon which is very much similar to the dialect of Surigaonon as spoken in Surigao del Norte, being spoken mostly in the five northern municipalities of the province namely Carrascal, Cantilan, Madrid, Carmen and Lanuza (or the municipal clusters called CarCanMadCarLan).

Surigao del Sur has a total land area of 523,050 hectares wherein 214,032 is dedicated to agriculture. Table 2 shows the major crops of Surigao del Sur wherein cash crops such as coconut, banana, and cassava are also included. Upland farms are usually intercropped with long-term crops like coconut.

Poultry and chicken dominated as the poultry raising activity in the province. For the livestock sector carabao top followed by goat/sheep and cattle.

Considering that Surigao del Sur is predominantly composed of coastal municipalities, marine products is abundant in the province. Its primary source of livelihood is fishing and it is well-known as the main suppliers of aquatic products to nearby provinces.

In 2019, the total volume of fisheries production recorded 29,522.23 metric tons, where 10,794.64 metric tons is from Aquaculture; 12,259.62 metric tons from marine Municipal; 5,440.31 metric tons from commercial fisheries; and 1,057.66 from inland municipal sector (PSA, 2019).

The major commodities are milkfish, seaweeds, mudcrabs, frigate tuna, yellowfin tuna and skipjack tuna (PSA, 2019).

Based on 2015-2016 data released by PSA, tuna species registered the highest per capita consumption with 6.29 kg consumed, followed by  milkfish at 3.14 kgs. annually.

From its poverty incidence rate among families of 32.3 in 2015, it went down to 19.2 in 2018. This records a decrease of 13.1%. In a family of five needs an annual per capita of Php 24,873.00 to reached the basic needs.

Agriculture Sector

The Province of Surigao del Sur was chosen as one of the pilot areas in Caraga region for the implementation of the Special Area for Agricultural Development (SAAD) Program for the calendar year 2019.

Four (4) municipalities were identified, these are Bayabas and Carmen for the first district and Lingig and Bislig City for the second district benefitted by 20 groups with 578 individual members.

For the year 2019, a total of Php 16.67 million worth of projects was allocated to the Surigao del Sur province. Poverty reduction and sustainable development rely mostly on empowering people. One of the avenues to empower them is through interventions for sustainable livelihoods. Majority of the interventions were poultry and livestock. The Provincial Program Management Support Offices (PPMSOs) and beneficiaries were involved in the identification, planning, and implementation of the projects.

Native chicken production has been introduced for the purpose to provide each group with an additional income at the same time a good source for protein for each household. Chicken raising is a feasible livelihood for them because of the small investment and short time to income. On the other hand, goat rearing has distinct economic and managerial advantages over other livestock because of its less initial investment, low input requirement, higher prolificacy, early sexual maturity, and ease in marketing.

Other beneficiaries were engaged in corn production and root crops such as kamote and ube production.
