Assisting Phase 1 farmers associations (FAs) to develop long-term capacity development plans, the Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Caraga conducted an Enterprise Assessment among six (6) of the 22 farmers’ associations with partially established community-based enterprises under its Phase 1 implementation in Agusan del Sur and Surigao del Sur.
The assessment, which ran from November 6-9 in Surigao del Sur and November 15-16, 2023 in Agusan del Sur, involved having a dialogue with the farmers on aspects such as organization and administration, enterprise operations, financial management, marketing, sustainability, and inclusivity, using the tool developed by Philippine Rural Development Program as evaluation tool for its beneficiary associations.
Following the interviews, the FAs also brainstormed their organizations’ strengths and weaknesses and opportunities and threats to their enterprising (SWOT Analysis). They participated in another round of discussion to develop their capability development plan (CDP).
The CPD covers their course of action to address the issues that emerged from the interviews and SWOT analysis. It specifies the activities, target output, responsible center, timeframe, and budget necessary within three years (2023-2025) as the group progresses to become sustainable community enterprises.

All 6 FAs assessed are among the 22 farmers’ associations assisted by SAAD from 2019 to 2022.
Both Cecelia Abaca and Corn Planters’ Association and Culiram SAAD Abaca Farmers in ADS are engaged in abaca fiber consolidation and selling. The FAs have 133.5 hectares of consolidated abaca production area.
Meanwhile, the four (4) FAs in Surigao del Sur are engaged in native chicken, chicks, and egg marketing. Since the Program’s intervention in the areas with packages of inputs relative to their projects, the groups have become a regular source of immediate food in their locale.
With the Capability Development Plan available, the FAs secured a reference for immediate and future undertakings up to 2025, including actions to expand their operations and support needed to sustain their enterprise. ###
