CEBU CITY – Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Program National Program Management Office (NPMO) conducted an extensive planning orientation with SAAD regional and provincial staff from Regions VI, VII and VIII through a Logical Framework Approach (LFA) held at Cebu Business Hotel, Cebu City on January 10-11, 2018.
The LFA, a methodological tool for project planning and designing, has been adopted across SAAD regional and provincial units to come up with multi-year plans.
DA-VII Regional Executive Director (RED) Leo P. Cañeda led the event, which trained SAAD Focal Persons, Regional Project Management Support Officers, and Provincial Coordinators on Community Needs Assessment, LFA, and Multi-year Planning and Budgeting for SAAD.
RED Cañeda shared how glad he is that there is a program in the Department of Agriculture, under the present administration, that focuses on the marginalized farmers and fishermen.
On their part, SAAD Regional Focal Persons OIC-RTD for DA-RFO 8 Andrew Orais and DA-RFO 7 Engr. Eugene Cahiles shared their CY 2016 and 2017 SAAD experience.
For the lectures and group workshops, the LFA and Multi-Year Planning were handled by SAAD NPMO staff Ulysses Lustria Jr. and Fe Ybañez, respectively.
According to SAAD NPMO, a carefully laid out project plan and design can improve the delivery of quality services and assistance to SAAD target beneficiaries.
In 2017, DA started a new program known as Special Area for Agricultural Development that shall augment the regular programs in increasing food production and alleviating poverty in 10 provinces where poverty incidence is high. In 2018, additional 10 provinces were included in the program. Hopefully, for 2019, another 10 provinces could be covered.
The same planning orientation will also be conducted for other SAAD regional offices. ###
