DA-SAAD Caraga reports 74.58% obligation midyear, organizes 28 new FAs for Phase 2

CABADBARAN CITY, July 17, 2023 – During its Midyear Review and Assessment, the Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Caraga reported an obligation of Php 31,391,120.03 (74.58%) of its Php 42,093,000 FY 2023 budget allocation and a corresponding Php 9,808,471.45 (31.25%) disbursement as of June 30, 2023, reflecting good financial performance for the first semester of FY 2023.

Under its Phase 2 implementation, the SAAD – Regional Program Management Support Office (RPMSO) headed by the Regional Field Office (RFO) in Caraga had also organized 28 new farmer associations (FAs) with 729 members.

SAAD Caraga extends livelihood packages to these groups from 14 municipalities in Agusan del Norte, Surigao del Norte, and the Dinagat Islands.  For the said areas, the Program also completed its targeted activities under its Social Preparation (SP) component, which includes the profiling of project recipients, beneficiary needs assessment, introductory organizational development training, and consultation meetings.

SP encompasses needs assessments and capability-building activities crucial, especially at the start of the program implementation, to identify the complex needs of the project recipients.Table 1. List of SAAD Phase 2 assisted farmers’ associations in Caraga

Following the completion of social preparation activities, the Program also started delivering farm inputs under its Food Production and Livelihood (FPL) component. This includes farm tools, pesticides, cacao planting materials, inorganic fertilizers, and forage seeds, among others in support of the various crops and animal production projects of the 28 recipient FAs.

DA Regional Technical Director for Operations and SAAD Assistant Focal Rebecca R. Atega led the activity, together with OIC-Chief of DA Field Operations Division and SAAD Regional Lead Melody M. Guimary. Members of the Regional Program Advisory Committee also participated.

For the remainder of the year, the Program fast tracks deliverable project inputs, including layer chickens, goats, abaca, and banana planting materials. Formal turnover of projects in partnership with Municipal and Provincial local government units is also targeted in July. In total, the projects were able to assist 729 farmers in three (3) provinces in Caraga Region. ###
