Kalinga conducts Project Finalization Workshop for FY 2021

KALINGA, August 6-7, 2020 – The Special Area for Agricultural Development (SAAD) Program team in Kalinga finalized FY 2021 projects and interventions for 17 covered barangays and 12 new ones in Tabuk City following Department of Budget and Management (DBM) recommended budget of Php 48,674,050.00.

Deputy Program Director Dr. Danilo P. Daguio said that he is hoping that the issues encountered in 2020 will be resolved to have a smooth implementation of 2021 activities.

“This time, ikkan tayu ti importance na diyay makunkuna nga Social Mobilization ket i-conduct tayu daytuy iti last quarter ti 2020 para iti projects tayu for 2021,” , said Mr. Daguio.

The Agricultural Program Coordinating Officer (APCO) Mr. Balag-ey A. Claver Jr. also reiterated the establishment of enterprises as one criteria for the projects and interventions to be provided to the beneficiaries.

“After three years, these organizations should be able to establish their enterprise and be able to sustain their projects,” said Mr. Claver.

Keynotes during the Workshop

  1. SAAD Implementing Guidelines. The overview of the Program, along with its strategies, principles, roles of stakeholders, implementation activities, and monitoring and evaluation criteria were presented.
  2. Context and Legal Basis of SAAD FY 2021 Planning and Budgeting. The planning for the FY 2021 budget was based on the FY 2021 DA Plan and Budget Guidelines, FY 2021 Plan Budget Proposal Guidelines, Annual Cash-Based Budgeting System, and Executive Order No. 70, series of 2018.
  3. Budget Allocation for the Province of Kalinga. The DBM recommended budget for the Province of Kalinga for FY 2021 is Php 48,674,050.00 which will cover the 12 additional barangays within the 7 covered municipalities.
  4. Planning for the Social Preparation activities of new SAAD and EO 70 covered barangays for FY 2021. The activities are scheduled to be conducted from September-December 2020 for the new barangays and EO 70-covered barangays.

Furthermore, the Local Government Unit (LGU) representatives, Area Coordinators, and Agricultural Technicians prepared and presented their respective FY 2021 Work and Financial Plans, which will be submitted to the Regional Program Management Support Office on August 12, 2020.

The important issues relative to the coordination in the deliveries of intervention with LGUs and beneficiaries as well as procurement were also reviewed.

The new SAAD barangays were identified as Mallango and Ambato (Tinglayan); Santor, and San Quintin (Rizal); Bagumbayan (Tabuk); and Lay-asan (Tanudan). For the EO-covered barangays were Balantoy in Balbalan, Dupag (Tabuk City); Guina-ang (Pasil); Western Uma (Lubuagan); and Limos and Ba-ay (Pinukpuk). The projects to be provided will be fruit trees, assorted vegetables, duck, and chicken. ###
