Recognizing that quality data serves as the foundation of effective program implementation, the Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Program Phase 2 in the Zamboanga Peninsula conducted the Ethical Data Collection, Management, and Interpretation Training from July 1 to 3, 2026, at Hotel Guillermo, Pagadian City.
The three-day activity equipped DA-SAAD Regional and Provincial Program Management Support Office (RPMSO) personnel with the knowledge and practical skills needed to collect, manage, analyze, and interpret data while upholding the highest ethical standards.
The training gathered 15 DA-SAAD regional officers, 10 area coordinators from Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay, Agricultural Program Coordinating Office (APCO) Head of Zamboanga del Sur Mr. Jose J. Agad Jr., and APCO Head of Zamboanga Sibugay Ms. Desiree D. Arriola. It also served as a venue for participants to exchange experiences, strengthen collaboration among regional and provincial implementers, and harmonize data collection and reporting practices to ensure consistency in program monitoring across the Zamboanga Peninsula.
Through a series of lectures, discussions, and learning exercises, participants enhanced their understanding of responsible data collection and evidence-based reporting—key components in monitoring program performance and assessing the impact of interventions on farmer-beneficiaries.
Serving as the resource person, Dr. Raymond Chris Maribojoc of the Agricultural Training Institute (ATI) facilitated comprehensive discussions on the Ethics and Fundamentals of Data Collection, Basics of Data Management, Data Management Tools and Techniques, Data Analysis Methods, and Data Interpretation and Reporting.
The training also featured synthesis and reflection sessions that encouraged participants to apply the concepts in actual program implementation and decision-making. Interactive discussions provided opportunities to share field experiences, identify common challenges encountered during data gathering, and explore practical approaches to improving the quality, consistency, and reliability of program information across implementation sites.
During the opening program, DA-SAAD Alternative Assistant Focal Ms. Sheila Mae C. Obuga emphasized the rationale of the activity, underscoring the importance of ensuring that information gathered from the field is accurate, reliable, and ethically obtained.
Meanwhile, DA Regional Technical Director for Operations Ms. Maria Melba B. Wee conveyed her message of support, emphasizing that accurate and ethically collected data are indispensable to responsive, transparent, and results-oriented implementation of government programs.
“Quality data is more than just numbers—it is the foundation of transparent governance and effective public service,” RTD Wee said, encouraging participants to uphold integrity, professionalism, and accountability at every stage of data collection and management.
As DA-SAAD Phase 2 continues to implement livelihood interventions across the Zamboanga Peninsula, the need for credible and ethically collected data has become increasingly significant. Reliable information not only strengthens monitoring and evaluation systems but also enables the program to identify emerging needs, improve implementation strategies, and make informed decisions that directly benefit farming communities. Strengthened data management capacities likewise enable implementers to better assess project outcomes, identify implementation gaps, and refine interventions to ensure that government resources are translated into sustainable benefits for marginalized farmers.
Beyond enhancing technical competencies, the training reinforced the shared responsibility of every DA-SAAD personnel in the region to safeguard the integrity, confidentiality, and quality of program data. Equipped with enhanced knowledge and skills, participants are expected to contribute to a more transparent, accountable, and evidence-based implementation of the DA-SAAD Program Phase 2.
The activity underscores DA-SAAD Region IX’s commitment to fostering a culture of ethical, transparent, and data-driven governance. By continuously strengthening the capacities of its personnel, the program ensures that planning, implementation, monitoring, and evaluation are guided by credible information, ultimately contributing to more responsive interventions, stronger program accountability, and improved agricultural livelihood opportunities for farmer-beneficiaries across the Zamboanga Peninsula. ###
