Access to appropriate tools and production inputs can make a meaningful difference in the ability of farmers and rural communities to sustain their agricultural activities.

Through the Handog ng Pangulo initiative, the Department of Agriculture–Special Area for Agricultural Development (DA-SAAD) Program Phase 2 in Ilocos Region provided agricultural and livelihood interventions worth approximately Php 1.7 million to SAAD beneficiaries across the region.

The assistance reached various Farmer Cooperatives and Associations (FCAs), including the Gulayan ng Sto. Tomas Farmers Association, Delles Burgos La Union Livelihood Association, Linuan Farmers Association, Palina Amianan Farmers Association, Inmayos Farmers Association, Bobon Farmers Association, Sinidangan Farmers Association, Carasi Trival Farmers Irrigators Association Inc., Virvira Trival Zanjera Farmers Association Incorporated, Bulig Hog Raisers Association, Paratong Farmers Association, Taripnong Dagiti Mannalon iti Barangay Lapting Inc., Phil-Lead Farmers Association, Barangay Sto. Rosario Farmers Association, Lubong Farmer’s Association, Alisto Progreso Bungro Kababaihan (APBK), Cappa-Cappa Farmers Association, Cosocos Farmers Association, and Abaccan Farmers Association.

The assistance included plastic drums with covers, wheelbarrows, trowels, water sprinklers, shovels, garden rakes, seedling trays with 105 holes, seedling trays with 72 holes, veterinary drugs, and net mesh.

The veterinary medicines provided included Flunixin and DCM composed of Dextrose, Calcium Gluconate, and Magnesium Gluconate, supporting beneficiaries engaged in livestock-related activities.

The distribution formed part of the Handog ng Pangulo, an initiative associated with the celebration of the birthday of President Ferdinand R. Marcos Jr. and intended to bring government services and programs closer to Filipino communities.

For SAAD beneficiaries, the provision of these interventions translates into additional resources that can be used in their agricultural and livelihood activities.

Production tools such as shovels, garden rakes, trowels, wheelbarrows, and water sprinklers can support routine farm and garden operations. Seedling trays can assist beneficiaries in nursery and seedling production, while plastic drums can provide additional support for farm activities that require appropriate storage and water management.

For livestock beneficiaries, veterinary medicines can help address animal health needs and support the continuity of livestock-related livelihood activities.

The interventions also respond to the needs of rural communities, where access to basic equipment and inputs can affect the efficiency and continuity of day-to-day agricultural work.

By bringing these resources directly to beneficiaries, the program helps reduce some of the immediate constraints faced by farmer groups and livelihood organizations in carrying out their production activities.

Aside from the physical assistance, the Handog ng Pangulo also provides an opportunity to strengthen the connection between government programs and rural communities. The delivery of interventions demonstrates how government support can be translated into resources that beneficiaries can use in their respective livelihood activities.

For participating SAAD beneficiaries, the assistance fully complement their existing resources, skills, and production practices. When properly utilized and maintained, the tools and inputs may contribute to more efficient farm operations and support the continuity of community-based livelihood activities.

As the beneficiaries put the interventions into use, the assistance is expected to contribute to their ongoing agricultural activities and provide additional support as they work toward strengthening their livelihoods.

The Handog ng Pangulo works hand-in-hand with the broader efforts of the DA-SAAD Program Phase 2 – Ilocos to provide interventions that respond to the needs of rural communities.

Through continued delivery of appropriate agricultural inputs, equipment, and capability-building support, the program works with farmer organizations toward improving productivity, strengthening livelihoods, and creating opportunities for more sustainable community development.

The value of the assistance will be reflected not only in the equipment and inputs delivered but in how these resources are used by beneficiaries to support their farms, enterprises, organizations, and families. ###
