Members of six (6) Farmers’ Cooperatives and Associations (FCAs) in Abra are set to earn additional income as they construct their swine and poultry housing facilities supported by the Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Program Phase 2 in the Cordillera Administrative Region (CAR).
The construction of the facilities is set to begin following a pre-construction conference held last July 17, 2026, which brought together the concerned FCAs, SAAD Community Development Officers (CDOs), and contractors to discuss the implementation of the projects.
Facilitated by DA-SAAD CAR Food Production and Livelihood (FPL) Sub-unit Associate Project Officers Engr. Peirre Pop-Eye A. Eslava and Engr. Analine G. Liccud, with inputs from SAAD Operations Officer Rosemarie B. Tesoro, the conference focused on reviewing the project plans and designs, clarifying stakeholder responsibilities, and establishing construction timelines.
Engr. Eslava led the discussion on the plans and designs, allowing FCA representatives and contractors to review the project requirements and clarify details before construction begins. The participants also discussed their respective responsibilities, including the FCAs’ role in clearing and leveling the construction sites in preparation for the projects.
The construction phase will provide participating FCA members with immediate income opportunities. Contractors will hire members of the FCAs for construction-related work, allowing them to earn while contributing to the establishment of facilities that will later support their own swine and poultry production activities.
FCA members will also help monitor the quality of workmanship during construction, giving them a direct role in ensuring that the facilities are built according to the approved plans and standards.
As scheduled, the construction of the poultry housing facility for Dulao Farmers Association in Brgy. Dulao, Malibcong, began on July 17, followed by Addang (Abante) Sallapadan Proper Farmers’ Irrigators’ Association, Inc. in Brgy. Sallapadan Barrio, Sallapadan, and Bocog Farmers Irrigators Association, Inc. in Brgy. Baac, Langiden, both on July 20.
Meanwhile, construction of swine housing facilities for Sitio Batbato-Bogbog Farmers’ Association in Brgy. Kinabiti, Pilar; Nagcanasan Farmers’ Association Inc. in Brgy. Nagcanasan, Pilar; and Udangan Farmers Association Inc. in Brgy. Udangan began on July 25.
Through the projects, FCA members stand to benefit both during and after construction, earning from paid work as the facilities are built and later using the completed structures to support their swine and poultry livelihood activities. ###
