The Island of Negros is originally called Buglas, an old Hiligaynon word which means “to cut off”. It refers to the dark-skinned natives that lived on the island which was later on changed to Negros by the Spanish invaders. It is considered as the fourth largest island in the Philippines and comprises the highly urbanized city of Bacolod and the provinces of Negros Occidental and Negros Oriental, along with its corresponding outlying islands and islets. Negros is noted for being the nation’s prime producer and exporter of sugar.  Sugarcane plantation is prevalent in the agricultural areas of the island. Then, followed by the organic agricultural products such as corn, rice, and coconut. Meanwhile, in the coastal areas, fishing is considered as the main source of livelihood. The principal products grown are sugarcane, cassava, coconut, corn and rice. 

Negros Oriental faces Cebu to the east across the Tañon Strait and Siquijor to the south-east. It has a total land area of 538,553 hectares. The province has three different climates: the tropical monsoon, tropical rainforest and the tropical savanna climate. The province also lies outside the typhoon belt.

Negros Oriental has 3 districts comprising 6 component cities and 19 municipalities with a total of 557 barangays.

Like most people in the country, people in Negros Oriental are involved in the agriculture industry.

Among the provinces in Central Visayas, Cebu has the highest number of farms while Negros Oriental ranked second with 137,100 number of farms, covering 228,000 hectares.

The major crops in Negros Oriental. Aside from palay and corn, there are other major crops that are produced in the province. These are sugarcane, coconut (with husk), banana, banana saba, and cassava. These are the top 5 other crops in the province based on the volume of production of Philippine Statistics Authority (PSA) as of 2018. Sugarcane production is very dominant in the province with a volume of production of 2,179,531.33 metric tons yielding 55.65 metric tons per hectare. It is followed by coconut (with husk) and banana with a volume of production of 153,049.71 metric tons and 70,449.52 respectively.

The major livestock and poultry in the province based on July 1, 2019 PSA data recorded that there are 2,326,732 total heads of chicken (broiler: 389,976 heads, layer: 59,967 heads, and native/improved: 1,876,789 heads) in the province. For the livestock, swine has the greatest number of heads, 268,508 heads both for backyard and commercial purposes. It is followed by goats with a total of 186,011 heads both for backyard and commercial purposes.

In terms of fisheries production, 2019 PSA data shows that Negros Oriental contributed with a total of 12,772.89 metric tons from the three fisheries subsectors (aquaculture, commercial, & municipal fishing). Of the three subsectors, municipal fishing contributed with the most with a total of 5,270.18 metric tons while aquaculture has the least with 3,231.07 metric tons.

In the municipal fishing sub-sector or the top producing sub sector, the top three fishery commodities are: big eyed scad (matambaka), fimbrigate sardines (tunsoy), and squid (pusit). In aquaculture, milkfish and seaweeds contributed the most with 1,464.48 & 1,166.44 metric tons respectively. For commercial fishing, Big eyed scad (matambaka) is also the top harvested species. Round scad (galunggong) and sardines also contributed.      

Total area for brackishwater aquaculture is 2,896.5 has. while for freshwater fishponds is 28,272 has. Vannamei, prawn, tilapia and bangus are the species being cultured. Others are freshwater fish cages (1.77 has.) for tilapia, marine fish cages (3 has.) for bangus and siganids, and marine fish pen (5 has.) also for bangus and siganids.

From the Philippines Statistics Authority (PSA) data of 2015, Negros Oriental has a total population of 1,354,995 individuals or 310,673 households. The annual income of the province is   ₱1,910,571,458.64 which resulted to increased poverty incidence of 38.7% or 138,029 families and 45% or 694,293 individuals among population.

According to the latest data from PSA, the poverty incidence of Negros Oriental decreased from 38.7% down in 2015 to 32.4% in 2018. In the year 2020, it is now down to down to 26.1% due to the rapid increase in economic growth.

In terms of the poverty incidence situation in Negros Oriental, the municipality of Bindoy has the highest poverty incidence while city of Dumaguete has the lowest.

Agriculture Sector

All municipalities of Negros Oriental are included in SAAD Program except for Guihulngan City since during the planning stage, all municipalities submitted their project proposals except for Guihulngan City.There are 1,076 individual beneficiaries and 30 groups (1,692 farmers) benefited in 2017. The projects are either implemented by the Department of Agriculture or the LGU through fund transfer.

From 2018 to 2020, SAAD Negros Oriental gave assistance to 140 farmers and 24 associations (918 individuals).

Agricultural resources of the area and needs of the community are the main basis that carried out the agricultural livelihood projects. It aims to enhance the farmers’ production. It is also a goal for the integration of processing and marketing skills to be more sustainable for the benefit of the farmers.

There are 42 projects implemented in 2017 to 22 municialities. The total cost of implemented projects in 2017 is Php 50,205,103.59.

In 2018, 10 municipalities benefited from 14 SAAD livelihood projects. The total cost of implemented projects in 2018 is Php 16,518,228.77.

Meanwhile, 19 projects were implemented in 2018 to 8 municipalities. The total cost of implemented projects in 2019 is Php 14,582,240.57.
