Tarlac
Tarlac is a landlocked province located in the Central Luzon Region (Region III). It is bordered by Pangasinan to the north, Nueva Ecija to the east, Zambales to the west, and Pampanga to the south. Tarlac covers a total land area of approximately 3,053.60 square kilometers and is composed of 17 municipalities and 1 city — Tarlac City, which serves as the provincial capital.
Tarlac is known for its diverse cultural influences, as it is home to a mixture of Kapampangan, Ilocano, Tagalog, and Pangasinense communities. Its strategic location and well-developed road network, including the Subic-Clark-Tarlac Expressway (SCTEX) and the Tarlac-Pangasinan-La Union Expressway (TPLEX), make it a key transportation and trade hub in Central Luzon.
The province has a mixed economy driven primarily by agriculture and industrial development. Tarlac is a significant producer of rice, corn, sugarcane, and vegetables. The province also has a strong livestock and poultry industry. In recent years, Tarlac has seen growth in the manufacturing and services sectors, with the establishment of industrial zones and business parks.
Agricultural Sector
Tarlac has a thriving agricultural sector, making it one of the key agricultural provinces in Central Luzon. Its fertile plains and favorable climate make it ideal for cultivating a wide variety of crops. The province is a significant producer of rice and sugarcane, with large tracts of land devoted to both irrigated and rainfed rice fields. Sugarcane production is particularly important in the western part of the province, where large sugar plantations and milling facilities are located.
Fisheries Sector
Tarlac’s fishery sector, although smaller compared to its agricultural industry, plays a vital role in supporting local livelihoods and food security. Since Tarlac is a landlocked province, its fishery activities are focused on inland fishing and aquaculture rather than marine fishing. The province has several rivers, lakes, and reservoirs, such as the Tarlac River and the Sacobia River, which serve as primary sources of freshwater fish production.
Poverty Situation
Tarlac has experienced a gradual decline in poverty over the years, supported by its strong agricultural base and increasing industrial development. However, poverty remains a challenge, especially in rural areas where farming and fishing are the primary sources of livelihood. The province’s economy is heavily dependent on agriculture, which makes rural households vulnerable to income instability caused by climate change, natural disasters, and fluctuating market prices for crops and livestock.

In the first year of the SAAD Program Phase 2, the municipalities of Anao, Ramos, and San Clemente were covered. These areas, including 4 barangays in Anao, 2 in Ramos, and 2 in San Clemente, were identified as beneficiaries of the Program.
A total of 160 individuals participated in social preparation activities which included Lakbay Aral, Community Development and Leadership Training, Financial Management and Risks Training, and Basic Bookkeeping were also provided by the Program to equip members of Farmers’ Associations (FAs) with essential skills for managing their organizations effectively.
