Southern Leyte

Southern Leyte is a province in the Eastern Visayas region, composed of 18 municipalities and one component city, Maasin, which also serves as its capital. Known for its rich biodiversity, fertile lands, and scenic coastal and mountain landscapes, the province thrives on agriculture, fishing, and emerging tourism. Geographically, it is bordered by Leyte to the north and the Surigao Strait to the south, with the Pacific Ocean to the east and the Canigao Channel to the west.

The province plays an important role in the region’s economy, particularly through the production of coconut, abaca, rice, and various high-value crops. While development has expanded in key towns and cities, much of Southern Leyte remains rural, with its population relying heavily on primary sectors for income and food security. Its offshore islands, marine reserves, and agricultural diversity contribute significantly to its economic potential and ecological value.

Southern Leyte is also part of the Philippine Fault Zone, making it prone to landslides and earthquakes, which adds to the challenges faced by rural communities. Despite these, it continues to pursue sustainable rural development with support from both national and local initiatives, particularly through agricultural and fisheries-based interventions.

Agricultural Sector

Southern Leyte’s agriculture is dominated by coconut farming, with vast areas planted across the province. It also produces significant quantities of palay (rice), root crops, and abaca, which is recognized nationally for its quality. In recent years, banana, vegetables, and fruit trees have gained ground through diversification programs. Irrigated and rainfed rice farming remains vital in lowland municipalities such as Hinunangan and St. Bernard. However, extreme weather events, including typhoons and floods, continue to affect productivity, prompting efforts to introduce climate-resilient crops and technologies.

Fisheries Sector

Southern Leyte has rich municipal fishing grounds with over 255 coastal barangays and productive bays such as Sogod, Hinunangan, and Cabalian. Marine fisheries include species like tuna, mackerel, sardines, shellfish, and reef fish, while aquaculture is practiced in fishponds and cages, particularly for bangus (milkfish) and tilapia. Despite its abundance, the sector faces challenges such as overfishing, illegal fishing, and coastal degradation. BFAR and the province are actively promoting marine conservation, seaweed farming, and community-based aquaculture systems to improve sustainability and income.

Poverty Situation

As of 2023, Southern Leyte’s poverty incidence among families stood at 23.8%, reflecting a significant improvement from previous years. However, many rural and upland barangays remain vulnerable due to limited access to infrastructure, markets, and capital. Coastal and upland communities are particularly susceptible to income shocks from natural disasters and market fluctuations. Programs such as the Pantawid Pamilyang Pilipino Program (4Ps) and agri-livelihood initiatives have contributed to gradual improvements in household welfare, but long-term gains depend on inclusive economic opportunities and risk reduction strategies.

Project Profile

DA

The Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Phase II began in Southern Leyte in 2023, targeting ten farmer groups (~200 individuals). The program has focused on egg-layer production, corn, vegetables, poultry, and swine. Farmer-beneficiaries across Libagon, Bontoc, and San Francisco have received livelihood inputs and training. As of late 2024, nine organizations had produced over 858,000 eggs, generating ₱2 million in sales. DA-SAAD supports not only production but also market linkage and enterprise development, especially for geographically isolated and disadvantaged areas.

BFAR

The BFAR-SAAD component supports small-scale fisherfolk associations through aquaculture and postharvest livelihood packages. In Tomas Oppus, the Canlupao Fisherfolk Association harvested nearly 2 tons of bangus in early 2024, using support from a ₱1M fish cage and fingerling package. In Libagon, senior citizen fisherfolk earned over ₱230,000 from a successful bangus harvest. In Silago, tilapia pond farming generated over 400 kg in early 2025. BFAR-SAAD promotes sustainable aquaculture while building the capacity of fisherfolk through equipment provision, feed support, and training in resource management and cooperative enterprise.
