South Cotabato

South Cotabato is a progressive province located in the SOCCSKSARGEN region of Mindanao, Philippines. Its capital is Koronadal City, which also serves as the regional center of Region XII. The province is bordered by Sultan Kudarat, Sarangani, and Davao del Sur. Known for its vibrant economy, scenic landscapes, and rich cultural heritage, South Cotabato is a dynamic blend of urban development and agricultural productivity.

The province is home to the T’boli and B’laan indigenous peoples, whose traditions continue to thrive amidst modernization. Natural landmarks such as Lake Sebu, Seven Falls, and Mount Matutum attract both tourists and environmental advocates. With a steadily growing population and improving infrastructure, South Cotabato serves as a key trade and agricultural hub in the region.

South Cotabato is recognized for its governance innovations and inclusive development approach. It consistently ranks high in competitiveness and good local governance indices. While urban centers like Koronadal and Polomolok drive commercial growth, rural municipalities remain anchored in agriculture and resource-based livelihoods, which continue to receive support from national and local development programs.

Agricultural Sector

Agriculture plays a vital role in South Cotabato’s economy. The province is a major producer of pineapple, banana, rice, corn, rubber, and sugarcane. Polomolok, Tupi, and Tampakan are known for large-scale plantations, particularly for export-quality pineapples and bananas managed by multinational companies like Dole Philippines.

Smallholder farmers also engage in high-value crop production, including vegetables, coffee, cacao, and root crops. The provincial government, in partnership with the Department of Agriculture and NGOs, supports farmers through mechanization, training, irrigation, and access to credit and markets. Postharvest and value-adding initiatives are gradually being developed to boost local agribusiness and reduce postharvest losses.

Fisheries Sector

South Cotabato has both inland fisheries and aquaculture sectors that contribute to food security and local income. Lake Sebu, a prime inland water body, supports tilapia culture and is central to the province’s aquaculture industry. Fish cage operations in Lake Sebu have made it one of Mindanao’s main suppliers of tilapia.

Other municipalities like Surallah and Tboli also practice fish farming in ponds and rivers. While overfishing and water pollution are ongoing concerns, regulatory measures and fisherfolk organization support are in place. The provincial fisheries office and BFAR work together to improve aquaculture practices, introduce new technologies, and ensure the sustainability of inland waters.

Poverty Situation

South Cotabato has made notable strides in reducing poverty, especially in urban areas. However, pockets of high poverty persist in upland, IP-dominated, and GIDA (Geographically Isolated and Disadvantaged Areas), particularly in municipalities like T’boli and Lake Sebu. These areas face challenges such as poor road access, limited education, and underdeveloped markets.

The provincial government’s convergence efforts—integrating social protection, education, livelihood, and health—have helped lower poverty incidence over time. Programs targeting indigenous communities and marginalized sectors are critical to sustaining inclusive development, particularly in remote barangays that still struggle with underemployment and limited income opportunities.

Project Profile

DA

In South Cotabato, the DA-SAAD program focuses on assisting marginalized farmers in poor and isolated barangays. Beneficiaries receive inputs such as vegetable seeds, native chicken, corn packages, and farming tools, along with capacity-building and livelihood management training.

The program has been implemented in selected upland barangays with strong potential for food production and community organization. DA-SAAD not only improves productivity but also strengthens the link between farmers and LGUs, enabling better planning and sustainability. Success is often seen where local cooperatives or indigenous people’s organizations are involved.

BFAR

The BFAR-SAAD program supports marginalized fisherfolk and fish farmers, especially in areas like Lake Sebu and adjacent municipalities. Interventions include fingerling distribution, fish feeds, fish cage materials, and technical training in proper aquaculture and fishery resource management.

The program also helps organize and strengthen fisherfolk groups to enhance their access to support services and livelihood sustainability. BFAR-SAAD contributes to both household food security and community income, particularly in indigenous and rural communities that depend heavily on inland water resources.
