Sarangani
Sarangani is a coastal province in the SOCCSKSARGEN region of Mindanao, Philippines. It is known for its stunning coastlines, rich biodiversity, and vibrant cultural heritage. The province wraps around the Sarangani Bay and shares borders with South Cotabato, Davao Occidental, and Sultan Kudarat. Its capital is Alabel, while General Santos City, though administratively independent, serves as its economic gateway.
Sarangani is composed of seven municipalities—Alabel, Malapatan, Glan, Malungon, Maasim, Maitum, and Kiamba. It is home to a diverse population that includes the indigenous Blaan, Tagakaulo, and Tboli tribes, along with Christian settlers and Muslim communities. The province offers a mix of coastal and upland ecosystems, with fisheries and agriculture as the backbone of the economy.
While Sarangani has abundant natural and human resources, it remains one of the poorest provinces in the country. Development efforts are challenged by geographic isolation, conflict-prone areas, and vulnerability to natural disasters. Nonetheless, the province is seeing growth in eco-tourism, infrastructure development, and livelihood interventions through national programs and local governance reforms.
Agricultural Sector
Sarangani’s agriculture is diverse, benefiting from both lowland and upland zones. Major crops include coconut, corn, rice, banana, mango, coffee, and cacao. The municipalities of Malungon and Alabel are known for extensive coconut and banana plantations, while upland areas support corn and coffee production.
Smallholder farmers dominate the landscape, and many rely on rainfed agriculture. The province continues to face challenges in irrigation, postharvest facilities, and market access—especially in GIDA and IP areas. However, government programs on organic farming, agri-livelihood support, and farm-to-market roads are steadily improving productivity and connectivity.
Fisheries Sector
Fisheries is a major economic pillar for Sarangani, thanks to its long coastline along Sarangani Bay and the Celebes Sea. The province supports both municipal fishing and aquaculture, with Glan, Maasim, and Kiamba being key fishing municipalities. Tuna, bangus (milkfish), tilapia, and seaweed are among the province’s top marine products.
Fish cages, seaweed farms, and small-scale marine fishing are common livelihood activities. Sarangani Bay is part of a protected seascape, so sustainable practices and conservation are emphasized. Support from BFAR and LGUs has helped improve fishers’ access to boats, gear, and training. Despite this, issues like overfishing, climate change, and illegal fishing remain concerns in some coastal areas.
Poverty Situation
Sarangani consistently ranks among the poorest provinces in the Philippines, particularly in upland and IP-populated areas such as Malapatan, Malungon, and Kiamba. Many households experience multidimensional poverty—facing barriers in health, education, livelihood, and access to clean water.
Geographic isolation, conflict history, and limited economic diversification have contributed to chronic underdevelopment. However, targeted interventions—such as cash transfers, agri-fisheries support, and infrastructure projects—are gradually closing the gap. The local government and indigenous peoples’ communities are increasingly engaged in participatory development and peacebuilding initiatives.

In Sarangani, the DA-SAAD program addresses food security and income generation in marginalized barangays, especially among IP farmers. The program delivers packages that include corn, vegetable seeds, native livestock, farm tools, and community-based training. It also supports organizational strengthening and enterprise development for sustainability.
SAAD implementation in Sarangani often focuses on upland farming communities, targeting areas with high poverty incidence. Projects are selected based on community consultations, and many beneficiaries have reported improved food supply and basic income from their farms.

BFAR
The BFAR-SAAD program in Sarangani assists fisherfolk through inland and coastal fisheries support. Common interventions include fingerlings, seaweed planting materials, motorized banca, fish cages, and community fish landing centers.
The program is highly relevant to coastal barangays in Kiamba, Maasim, and Glan, as well as inland fishpond users in upland municipalities. BFAR-SAAD works closely with LGUs and fisherfolk groups to ensure that livelihood inputs are complemented with training, proper resource management, and basic recordkeeping.
