Romblon
Romblon is an archipelagic province in the MIMAROPA Region of the Philippines, strategically located at the center of the Philippine archipelago. It comprises three main islands—Tablas, the largest; Sibuyan, known for its mountainous terrain; and Romblon Island, which houses the provincial capital. Additionally, the province includes smaller islands such as Banton, Corcuera, Concepcion, and San Jose. Romblon is bordered by Marinduque and Quezon to the north, Oriental Mindoro to the west, Masbate to the east, and Aklan and Capiz to the south. The province is renowned for its rich deposits of high-quality marble, earning it the title “Marble Capital of the Philippines.” The marble industry is a significant contributor to the local economy, producing construction materials, furniture, and decorative items. Agriculture also plays a vital role, with coconut, rice, and vegetables being the primary crops. Fishing is another essential livelihood, especially for communities in remote coastal areas.
Romblon’s cultural heritage is diverse, with languages such as Romblomanon, Asi, and Onhan spoken across different municipalities. The province’s history is marked by Spanish colonial influences, evident in its old churches and forts constructed from coral stones. Tourism is gradually emerging as a growth sector, capitalizing on the province’s pristine beaches, diving spots, and natural attractions like Mount Guiting-Guiting on Sibuyan Island. Despite its potential, tourism development remains modest, offering opportunities for sustainable expansion.
Agricultural Sector
Romblon’s agricultural sector experienced notable challenges in 2023, primarily due to climate-related events and animal disease outbreaks. Corn production saw a significant decline of 25.96% in the third quarter of 2024 compared to the same period in 2023, dropping from 486 metric tons to 360 metric tons. This decrease was attributed to reduced harvested areas and the effects of the El Niño phenomenon. Specifically, yellow corn production plummeted by 85.80%, while white corn experienced a modest increase of 4.01%.
Romblon’s primary agricultural activities include rice and coconut production, with rice yields in certain areas surpassing the national average. However, the province still faces a rice deficit, necessitating imports from neighboring regions . Moving forward, enhancing climate resilience, disease management, and infrastructure development will be crucial for the sustainable growth of Romblon’s agricultural sector.
Fisheries Sector
Romblon’s fisheries sector plays a vital role in the province’s economy and food security, though it faces several challenges that impact its productivity and sustainability. Cultural practices and beliefs also influence fishing activities in Romblon. A study conducted in selected coastal barangays of Odiongan revealed that local fisherfolk adhere to traditional customs, such as avoiding fishing during certain times, which are believed to bring bad luck. Additionally, many fishermen lack access to modern safety equipment, relying instead on basic gear like goggles and spears. These practices, while rooted in tradition, may affect the efficiency and safety of fishing operations.
Overall, while Romblon’s fisheries sector remains a cornerstone of its local economy, addressing infrastructure deficiencies, integrating modern practices, and providing continuous support to fisherfolk are essential steps toward ensuring its sustainable growth and contribution to the province’s development.
Poverty Situation
As of 2023, Romblon province recorded a poverty incidence of 32.3%, indicating that nearly one-third of its population lived below the poverty threshold. This figure is notably higher than the national average of 22.4%, underscoring the economic challenges faced by the province.
Addressing poverty in Romblon requires a multifaceted approach that includes enhancing infrastructure, promoting sustainable agricultural and fishing practices, and ensuring access to essential services for all communities, especially those in remote and indigenous areas. Continued support from government programs and targeted interventions are crucial to improving the socio-economic conditions in the province.

The Department of Agriculture’s Special Area for Agricultural Development (DA-SAAD) Program has been actively supporting farmers and fisherfolk in Romblon through various initiatives aimed at enhancing agricultural productivity and improving livelihoods. SAAD MIMAROPA conducted training sessions in municipalities including Alcantara, Banton, Calatrava, Concepcion, Ferrol, San Andres, Santa Maria, and San Jose. These sessions covered topics such as crop production, animal care, and agripreneurship, preparing beneficiaries for the program’s livelihood components.
