Quirino

Quirino is a landlocked province in the Cagayan Valley Region (Region II) of the Philippines. It is bordered by Nueva Vizcaya to the west, Isabela to the north, and Aurora to the south and east. The province covers a total land area of approximately 3,057.20 square kilometers, making it one of the smaller provinces in the region. Cabarroguis serves as the provincial capital and the administrative center of Quirino.

Quirino is known for its rugged terrains and vast forestlands, making it one of the smaller provinces in terms of agricultural land area. Despite its limited arable land, Quirino thrives in agriculture, with its fertile soil supporting a variety of crops and livestock farming. The province’s strategic focus on sustainable agricultural practices has made it a vital contributor to the region’s agricultural productivity.

Rice remains the primary agricultural commodity of Quirino, providing food security for its residents and surplus supply for neighboring areas. Alongside rice, the province also produces corn and other high-value crops, reinforcing its reputation as a growing agricultural hub. Livestock farming, particularly cattle production, further complements its agricultural economy.

Agricultural Sector

Agriculture is the backbone of Quirino’s economy, with the majority of its population engaged in farming and livestock production. The province’s fertile soil, favorable climate, and extensive river systems provide ideal conditions for growing various crops and supporting agricultural activities. Rice and corn are the dominant crops, with large portions of the province’s agricultural land devoted to their cultivation. Quirino is recognized as a consistent producer of high-quality rice and corn, contributing to the food supply of the Cagayan Valley Region.

Aside from staple grains, Quirino produces a variety of high-value crops such as bananas, pineapples, coffee, and root crops. The province’s rich natural resources and government support have also enabled the expansion of organic farming and the production of native fruits and vegetables. Livestock and poultry farming, particularly swine, cattle, and poultry production, are also key contributors to the local economy.

Fisheries Sector

The fisheries sector in Quirino is relatively small due to the province’s landlocked location, but inland fishing and aquaculture have become important sources of livelihood for local communities. The Cagayan River and its tributaries, along with several smaller rivers, streams, and communal fishponds, provide suitable environments for freshwater fish production.

Tilapia is the most widely cultivated species in Quirino, followed by carp and catfish. Fish farmers primarily engage in pond culture and cage culture, with tilapia farming being the most developed sector. The presence of hatcheries and government support through the Bureau of Fisheries and Aquatic Resources (BFAR) have contributed to increased fish production and improved livelihoods for fisherfolk.

Poverty Situation

As of 2021, Quirino province reported a poverty incidence of 9.08%, indicating that approximately 9 out of every 100 residents were living below the poverty threshold. This figure is notably lower than the national average of 22.4% reported in early 2023, positioning Quirino among the provinces with relatively lower poverty rates.

In terms of the Human Development Index (HDI), which measures overall well-being, Quirino scored 0.63 in 2019. This places the province in the “medium” human development category, reflecting moderate achievements in health, education, and income.

DA-SAAD Program Phase 2 in Region II, Provided Sustainable Cattle and High-Value Crops Production Enterprise, Goat Production Project, Greenhouses, and High-Value Crops Projects which not only aimed to enhance agricultural productivity but also sought to improve the income and livelihood of the farmer-beneficiaries.

To ensure the success of the Program, the farmers participated in capacity-building trainings which included Organizational Development, which emphasized delineating authority, assigning tasks, and defining functions, as well as Basic Bookkeeping.

BFAR

The Special Area for Agricultural Development (SAAD) program under the Bureau of Fisheries and Aquatic Resources (BFAR) in Quirino focuses on enhancing the inland fisheries sector and improving the livelihoods of local fisherfolk. BFAR-SAAD provided Tilapia Cultures Projects in Quirino that includes inputs, trainings, tools, and equipment to improve productivity and reduce post-harvest losses.
