Misamis Occidental

Misamis Occidental is a coastal province located in Northern Mindanao (Region X), bordered by Zamboanga del Norte to the west, Zamboanga del Sur to the south, and Lanao del Norte to the east. The Mindanao Sea (also known as Iligan Bay) lies to the north and northwest, giving the province strategic access to marine resources and inter-island trade. Its capital is Oroquieta City, with Ozamiz City and Tangub City as major urban centers.

The province is composed of 14 municipalities and 3 component cities, and is known for its cultural diversity, including Subanen indigenous communities, Christian settlers, and a growing Muslim population. Misamis Occidental has a well-balanced economy centered on agriculture, fisheries, commerce, and industry, with emerging tourism due to its waterfalls, springs, heritage sites, and religious destinations.

Despite modest industrial development and strong urban growth in Ozamiz and Oroquieta, some inland and upland barangays still lag behind in infrastructure, services, and income opportunities. Local governance and social service delivery are improving, supported by regional convergence efforts and national programs for poverty alleviation and economic recovery.

Agricultural Sector

Agriculture is a primary livelihood for rural residents in Misamis Occidental. Major crops include coconut, rice, corn, banana, cassava, cacao, and vegetables. Coconut remains the dominant crop, especially in municipalities like Clarin, Tudela, and Jimenez, with copra and oil as key products. Upland areas are suited for cacao and coffee, with increasing support for value-chain development and farmer cooperatives.

Smallholder farmers receive assistance from the provincial government and DA in the form of farm inputs, equipment, irrigation projects, livestock dispersal, and training. Urban-rural linkages are strengthened by better roads and local market networks. Programs promoting sustainable agriculture, organic farming, and crop diversification are gradually taking hold, particularly among youth and IP farmers.

Fisheries Sector

Misamis Occidental has a vibrant fisheries and aquaculture sector, benefiting from its location along Iligan Bay. Municipalities such as Tudela, Plaridel, and Sinacaban are major fishing areas, supporting both marine and inland fisheries. Fisherfolk primarily harvest sardines, squid, tuna, crabs, and shellfish, with seasonal peaks depending on weather and currents.

Aquaculture, including tilapia, bangus (milkfish), and seaweed farming, is gaining popularity. Fish cage operations are also seen in sheltered bays. BFAR, in collaboration with LGUs, provides support in the form of fingerlings, feeds, seaweed propagules, fish cages, and motorized bancas. Postharvest support, such as fish dryers and ice plants, is essential to reduce losses and increase fisherfolk income.

Poverty Situation

Misamis Occidental faces moderate to high poverty incidence, especially in interior barangays, upland communities, and among Indigenous Peoples (like the Subanen). While the cities have relatively better access to jobs and services, remote barangays face challenges in education, transportation, health care, and stable income sources.

Government poverty reduction programs focus on improving infrastructure, basic services, and livelihood support. LGU and national agency collaboration (e.g., DA, DSWD, DTI, TESDA) helps enhance access to opportunities, particularly for marginalized farmers and fisherfolk. Inclusive growth is a priority, with a focus on empowering grassroots communities, especially in geographically isolated and disadvantaged areas (GIDAs).

DA

The DA-SAAD Program in Misamis Occidental targets poor, marginalized farmers with limited access to capital and government support. It provides vegetable seeds, root crops, corn packages, fertilizers, native chicken, and goats, along with tools and technical training.

Municipalities like Bonifacio, Don Victoriano, and Calamba have been identified as SAAD focus areas due to their high poverty rates. SAAD also organizes beneficiaries into associations or cooperatives, helping them manage shared projects and access local markets. The program aims to boost household food security and transition farmers into community-based micro-enterprises.

BFAR

The BFAR-SAAD component supports coastal and inland fisherfolk in low-income communities. It offers fingerlings (tilapia, bangus), fish cage materials, seaweed propagules, nets, and small fishing boats to improve livelihood opportunities.

The program is active in municipalities such as Plaridel, Tudela, and Jimenez, where fisherfolk face seasonal instability and overfishing risks. BFAR-SAAD also conducts training on aquaculture techniques, coastal resource management, postharvest handling, and enterprise development. Organized fisherfolk associations receive support to scale operations and access government services.
