Masbate

Masbate, an island province situated near the center of the Philippine archipelago within the Bicol Region, is composed of three main islands: Masbate, Ticao, and Burias, with Masbate City serving as its capital and most populous urban center. Characterized by rolling hills and extensive grasslands that dominate two-thirds of its land, Masbate’s economy has historically been significantly reliant on agriculture, particularly cattle raising, earning it the moniker of the “Cattle Country of the Philippines” and making it a major supplier of livestock to Manila. Coconut and Corn are also important agricultural products. The province’s coastal location supports commercial fishing, concentrated mainly in the southwest, and aquaculture also contributes to the local economy. Historically, Masbate has a rich past, with early Spanish exploration in the 16th century and a period as a gold mining area. Culturally, while grouped administratively with the Bicol Region, Masbateños have a distinct Visayan heritage, with Masbateño, a Visayan language with Bicol influences, being widely spoken alongside other Visayan languages like Hiligaynon and Cebuano in certain areas. The province is known for its unique “Rodeo Masbateño” festival, a week-long event in June that showcases bull riding and other rodeo-style competitions, reflecting its strong cattle industry. While Masbate possesses rich agricultural lands and coastal resources, it also faces challenges such as widespread poverty, with a significant portion of the population living below the poverty line, and often relies on imports from other islands for various commodities. The province’s improvement can be attributed to various factors, including targeted government interventions, enhanced access to social services, and the implementation of livelihood programs aimed at uplifting marginalized communities. These efforts have contributed to better economic opportunities and improved living conditions for many residents. Despite these advancements, challenges persist, particularly in rural areas where access to infrastructure, education, and healthcare remains limited. DA

The DA-SAAD (Special Area for Agricultural Development) program has a presence in Masbate, aiming to uplift marginalized farmers and fisherfolk in the province. As Masbate is identified as one of the priority provinces for the SAAD program, various interventions are being implemented. These projects align with the national SAAD strategy, focusing on social preparation, food production and livelihood, marketing assistance and enterprise development, and program management. Specific activities in Masbate include the provision of agricultural inputs, livestock, and training programs designed to enhance the productivity and income of beneficiaries. The program targets the poorest and most remote areas within Masbate, aiming to establish sustainable Çommunity-Based Enterprises in both the agriculture and fisheries sectors.
