Catanduanes

Catanduanes is an island province located in the Bicol Region of Luzon, Philippines. Covering a land area of 1,492.16 square kilometers, it is the smallest province in the region in terms of both area and population. As of the 2020 Census, Catanduanes had a population of 271,879, accounting for approximately 4.47% of the Bicol Region’s total population. The provincial capital is Virac, which is also the most populous municipality, housing over 28% of the province’s residents. Geographically, Catanduanes is situated to the east of Camarines Sur, across the Maqueda Channel, and is bordered by the Philippine Sea, Lagonoy Gulf, and Maqueda Channel. The province comprises 11 municipalities and 315 barangays. It is known for its natural attractions, including unspoiled beaches, waterfalls, and surf spots, earning it the moniker “The Happy Island.”

Catanduanes has a tropical climate, characterized by a rainy season from November to January and a dry season from February to May. Its location makes it susceptible to typhoons, which can impact its agricultural productivity and infrastructure. Overall, Catanduanes is a province rich in natural beauty and cultural heritage, with an economy that is gradually diversifying beyond its traditional agricultural base.

Agricultural Sector

The agricultural sector in Catanduanes is significantly shaped by its dominance in abaca production, earning it the title of “Abaca Capital of the Philippines,” where the industry provides a major source of income for many residents and positions the province as a top global producer. However, despite this prominence, the Agriculture, Forestry, and Fishing (AFF) sector’s contribution to the provincial GDP was relatively modest at 7.5% in 2023, and it experienced a decline of 1.6% that year, mirroring a regional trend attributed to low abaca prices and weather disturbances. While rice and vegetables are also cultivated, their production has seen a worrying decrease. The abaca industry itself faces substantial challenges from diseases like bunchy-top and mosaic, alongside low buying prices and the impact of frequent typhoons. Limited access to mechanization and consistent bulk buyers further compound these issues for farmers. Despite these difficulties, the government, through agencies like PhilFIDA, is providing support through grants for disease recovery and distributing farm machinery. Efforts to diversify income through intercropping and to enhance production with facilities like plant nurseries and greenhouses are also underway, highlighting the ongoing need to address the vulnerabilities and bolster the resilience of Catanduanes’ crucial agricultural sector.

Fisheries Sector

he fisheries sector in Catanduanes is a significant source of livelihood for many coastal communities in the province, given its island geography and access to marine resources. However, recent data indicates a challenging period for the sector. The Agriculture, Forestry, and Fishing (AFF) sector, which includes fisheries, experienced a decline in 2023, partly attributed to weather disturbances that affect fishing activities. While specific recent overall production volumes for fisheries in Catanduanes weren’t readily available, the province is known to be rich in marine biodiversity, situated at a point where the Kuroshio Current influences local waters. This location historically stimulates a variety of marine life, including tuna, which follows migration paths through the area. However, overexploitation and potentially destructive fishing practices have been concerns in the past, leading to declines in certain species and damage to coral reefs and mangrove areas, which are crucial fish habitats. Recognizing the importance of the fisheries sector, the government, through agencies like BFAR and the Municipal Agriculture Office, provides support to fisherfolk, including livelihood assistance programs and the distribution of fishing gear.

Poverty Situation

The poverty situation in Catanduanes presents a concerning picture, with data from 2023 indicating a significant increase in poverty compared to 2021. The poverty incidence among families in Catanduanes was estimated at 23.5 percent in 2023, a notable rise from 16.8 percent in 2021. This means that nearly a quarter of families in the province had incomes below the poverty threshold, which was PHP 13,263 per month for a family of five in 2023 (up from PHP 11,673 in 2021). Consequently, the number of poor families in Catanduanes increased from around 10 thousand in 2021 to approximately 14 thousand in 2023. Similarly, the poverty incidence among the population rose from 23.5 percent in 2021 to 30.6 percent in 2023, translating to about 85 thousand individuals living below the poverty line, a substantial increase from 65 thousand in 2021. Food poverty also worsened, with 6.6 percent of families and 9.3 percent of the population experiencing incomes below the food threshold in 2023. This indicates a challenging economic environment for a significant portion of Catandunganons, despite the province’s rich agricultural resources, particularly in abaca production, and the ongoing efforts in the fisheries sector.

DA

The DA-SAAD (Special Area for Agricultural Development) program demonstrates a significant commitment to uplifting marginalized communities in Catanduanes, addressing both the crucial agriculture and fisheries sectors. The agricultural aspect of the SAAD program has provided substantial assistance to farmers in Catanduanes. Farmers’ Associations received poultry inputs and materials, supporting duck and chicken production. The program has also distributed essential inputs like vegetable seeds and fertilizers, alongside farm implements, and conducted training on improved farming techniques such as vegetable production, and goat raising. Interventions have reached various municipalities across Catanduanes, including Bagamanoc, Baras, Bato, Gigmoto, Panganiban, San Miguel, and Viga tailoring support to the specific needs of these communities. The overarching objectives of SAAD in Catanduanes are clear: to reduce poverty, increase food production, establish sustainable community enterprises, and provide the necessary technology and support services to empower the most vulnerable in the agricultural and fisheries sectors.

BFAR

The BFAR (Bureau of Fisheries and Aquatic Resources) SAAD (Special Area for Agricultural Development) Project is actively working in Catanduanes as part of the broader SAAD program aimed at alleviating poverty and enhancing food security for marginalized farmers and fisherfolk.

These interventions are part of BFAR SAAD Bicol’s ongoing efforts to support the fisheries sector in Catanduanes, providing necessary resources and equipment to boost productivity and ensure the sustainability of livelihoods for the fisherfolk communities in the province. This aligns with the national DA-BFAR SAAD program’s focus on prioritizing the poorest areas and empowering beneficiaries through targeted livelihood projects and enterprise development.
