Camiguin

Camiguin is the second smallest province in the Philippines in both population and land area, located in Northern Mindanao (Region X). It is an island province in the Bohol Sea, north of Misamis Oriental, composed of 5 municipalities with Mambajao as the capital and main commercial center.

Known as the “Island Born of Fire”, Camiguin is a volcanic island with natural attractions including Mt. Hibok-Hibok, White Island, hot and cold springs, waterfalls, and heritage churches. Despite its small size, the island is a popular ecotourism and pilgrimage destination. Its economy is anchored on tourism, agriculture, and fisheries.

Camiguin has high human development indicators relative to its size but remains vulnerable to natural disasters such as typhoons and volcanic activity, affecting its agriculture and livelihood sectors.

Agricultural Sector

Camiguin’s limited flatlands are used for the cultivation of coconut, lanzones, rice, corn, root crops, and vegetables. It is especially known for its sweet lanzones, celebrated annually during the Lanzones Festival. Farming is generally small-scale and often integrated with backyard livestock and agroforestry.

Support from DA and the provincial LGU includes organic agriculture training, farm inputs, postharvest equipment, and crop diversification programs. The province is also promoting eco-agriculture and agri-tourism as dual strategies to increase farmer income.

Fisheries Sector

Being an island, Camiguin has a modest but crucial fisheries sector, focused on municipal fishing and small-scale aquaculture. Marine resources include sardines, reef fish, squid, and crabs, often caught by artisanal fisherfolk using traditional methods.

The BFAR-SAAD program, along with local LGU initiatives, has helped distribute fishing gear, boats, and fingerlings, especially to poor coastal barangays. There are also marine protected areas (MPAs) supported by community-based organizations to ensure sustainability.

Poverty Situation

Camiguin has a lower poverty incidence compared to many provinces in Mindanao, thanks to its relatively small and accessible population, strong tourism sector, and responsive governance. However, pockets of poverty persist, especially in interior upland areas and among fishing communities impacted by climate shocks.

Government programs are focused on resilient livelihoods, tourism-linked enterprise development, and basic service access. SAAD projects support these goals by boosting food production and household incomes for the most vulnerable families.

DA

The Department of Agriculture’s SAAD (Special Area for Agricultural Development) program in Camiguin targets marginalized upland and lowland farmers. The support includes vegetable seeds, corn inputs, fertilizers, small ruminants, poultry, and agri-training.

Municipalities like Guinsiliban and Sagay, where access is limited and income is lower, have been identified as key SAAD areas. The program provides beneficiaries with training on farm management, organizational development, and value-adding skills to transition from subsistence farming to more sustainable and income-generating enterprises.

Projects typically include native chicken raising, vegetable gardening, and integrated farming systems suited to the island’s limited space and terrain. SAAD in Camiguin also encourages the formation of farmers’ associations to improve collective marketing and postharvest practices.

BFAR

The BFAR-SAAD component in Camiguin supports small-scale fisherfolk in coastal municipalities like Mahinog, Guinsiliban, and Catarman, where seasonal fishing is a primary source of income. The program provides motorized boats, fishing gear, seaweed propagules, fish cages, and training on sustainable fisheries.

Beneficiaries are often organized into Fisherfolk Associations, which receive both material assistance and capacity development on resource conservation, postharvest processing, and basic bookkeeping. BFAR-SAAD aims to enhance food security and create resilient livelihoods that can withstand seasonal or environmental shocks, which are common on the island.
