Batanes
Batanes, the northernmost province of the Philippines, is known for its breathtaking landscapes, rich cultural heritage, and resilient Ivatan community. Comprising ten islands, only three of which are inhabited (Batan, Sabtang, and Itbayat), Batanes covers a total land area of approximately 230 square kilometers. The province is located in the Luzon Strait, near Taiwan, and experiences a temperate climate with frequent strong winds and typhoons.
With a small population of around 18,000 (as of the 2020 census), Batanes has the lowest population among all Philippine provinces. The Ivatans, the indigenous people of Batanes, are known for their strong sense of community, distinct stone houses, and sustainable farming and fishing practices. The province’s economy is primarily based on agriculture and fisheries, with livestock raising (particularly cattle and goats), root crop farming, and fishing being the main livelihoods. Tourism has also been growing, driven by the province’s stunning landscapes, cultural sites, and eco-friendly initiatives.
Batanes is widely recognized for its picturesque rolling hills, dramatic coastlines, and historic sites such as the Basco Lighthouse, Marlboro Hills, and traditional villages like Chavayan in Sabtang. Despite its isolation, the province maintains a high literacy rate and strong local governance, ensuring the preservation of its cultural identity and natural beauty. The province continues to balance development with environmental conservation, making it a model for sustainable living in the Philippines.
Agricultural Sector
The province is known for cultivating various high-value crops, including garlic, onions, and root crops like sweet potatoes (locally known as “wakay”). In early 2023, Batanes faced an overproduction of garlic, particularly in Itbayat, leading to challenges in market absorption. The Department of Agriculture (DA) intervened by purchasing 24 metric tons of garlic from local producers to mitigate the surplus.
Fisheries Sector
Batanes’ fisheries sector is integral to its local economy, with efforts focused on sustainable practices and community-based initiatives. In 2014, the Bureau of Fisheries and Aquatic Resources (BFAR) launched a Community-Based Multi-Species Hatchery (CBMSH) in Sabtang, in collaboration with the Sabtang National School of Fisheries. This facility aims to enhance fish production and provide livelihood opportunities for local communities.
Poverty Situation
Batanes has consistently demonstrated a low poverty incidence over the years. In 2015, the province reported a zero poverty incidence, despite having the highest poverty threshold in the country at ₱29,118. By 2021, Batanes maintained its position with one of the lowest poverty rates among Philippine provinces, recording a poverty incidence of 3.33%. This indicates that a minimal proportion of the population lives below the poverty line, reflecting the province’s effective socio-economic policies and the resilience of its communities.
Project Profile
