Abra
Abra, a newly-added province to the SAAD Phase 2, is situated in the northwestern part of Luzon. The province shares borders with Ilocos Norte to the north, Kalinga to the east, Mountain Province to the south, and Ilocos Sur to the west. Abra is known for its rugged terrain, mountainous landscapes, and diverse ecosystems.
Abra is further divided into municipalities namely: Bangued, Boliney, Bucay, Daguioman, Danglas, Dolores, La Paz, Lacub, Lagangilang, Langayan, Licuan-Baay, Luba, Malibcong, Manabo, Mapanao, Peñarrubia, Pudoc, San Isidro, San Juan, San Quintin, San Pascual, Santa Cruz, Santa Liana, Sallapadan, Tayum, and Tineg.
Agricultural Sector
Agriculture is the primary economic activity in Abra, with rice, corn, and high-value crops as the main agricultural products.
Major Crops
- Rice – Abra has both irrigated and rainfed rice fields, supplying staple grains to local markets.
- Corn – A major secondary crop used for food, livestock feed, and industrial purposes.
- Tobacco – Abra is one of the key tobacco-producing provinces in Northern Luzon.
- Coffee and Cacao – Emerging high-value crops with increasing local production.
Livestock farming is also prominent, with local farmers raising cattle, swine, goats, and poultry. Abra’s vast forestlands support agroforestry, bamboo production, and timber-related industries.
Fisheries Sector
Abra has a limited but developing inland fisheries sector, primarily centered around the Abra River and its tributaries.
Key Fisheries Activities
- Freshwater fish farming – Tilapia, catfish, and carp are the main fish species cultivated.
- River-based capture fishing – Fisherfolk rely on traditional fishing methods in the Abra River.
- Small-scale aquaculture projects – Backyard fishponds are being developed to improve local fish supply.
While Abra’s fisheries sector is not as large as its agriculture industry, it continues to receive government support for fish production and aquaculture expansion.
Poverty Situation
Abra has a poverty incidence of 15.2% among families (2021 data), making it one of the more impoverished provinces in CAR. Rural farmers and indigenous communities face challenges such as limited farm-to-market roads, post-harvest losses, and climate-related crop failures. Government interventions focus on infrastructure, livelihood support, and agricultural modernization to address poverty.
