PCAF-PMT team lauds DA-SAAD Phase 2 project implementation in Romblon

The Participatory Monitoring and Tracking (PMT) team of the Philippine Council for Agriculture and Fisheries (PCAF) lauded the implementation of projects under the Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Phase 2 in the province of Romblon.

During the 2026 PMT Exit Conference held on May 5 in Quezon City, the team presented its findings after conducting field monitoring activities from April 27 to 30 in several SAAD-assisted communities.

Based on the team’s assessment, the program was effectively implemented through the strong support and coordination of the Provincial Government of Romblon and partner local government units (LGUs), which helped ensure the efficient delivery and proper utilization of agricultural interventions among beneficiary associations.

The team visited several associations, including Suong Farmers Association, Camili Corn Growers Association, Camili Vegetable Growers Association, and Alcantara Livestock and Poultry Producers and Marketing Association in Alcantara; Pagsahangan Farmers Association in Calatrava; and Tubigon Planters Association and Tubigon Vegetable Growers Association in Ferrol.

Led by Troadio U. Montemayor, technical staff of the DA-PCAF Planning, Monitoring and Knowledge Management Division – Monitoring and Evaluation Section (PMKMD-MES), the PMT assessed how the associations utilized the support provided under the program, including farm tools and supplies, seeds, fertilizers, tri-wheel hauling vehicles, and poultry inputs. The team also conducted interviews and focus group discussions to gather feedback from beneficiaries.

The PMT observed improved production and enterprise management skills, as well as strengthened organizational capacity among the associations. Members also showed increased camaraderie, accountability, and commitment in sustaining their projects.

Mr. Montemayor also highlighted the program’s initiative of assigning a Community Development Officer (CDO) in each municipality. The CDOs provided guidance, delivered technical support, and strengthened coordination between beneficiaries and SAAD personnel.

He added that the beneficiaries expressed strong appreciation for the interventions provided under the program.

The PMT also recommended that DA-SAAD and its partners continue strengthening camaraderie and accountability within the associations to help ensure the long-term sustainability of their enterprises.

Aside from SAAD-assisted projects, the team also visited projects under the National Corn Program and the National Livestock Program in the municipalities of Alcantara, San Agustin, San Andres, and Odiongan.
