Eighteen (18) farmer organizations with a total of 1,424 members across Pangasinan, La Union, Ilocos Sur, and Ilocos Norte received more than Php 4.66 million worth of agricultural interventions from the Special Area for Agricultural Development (DA-SAAD) Program Phase 2 during the Department of Agriculture’s simultaneous 128th anniversary distribution activity last June 25–26.
The assistance formed part of a regionwide effort to deliver government support directly to farming communities, with DA-SAAD joining other banner programs and locally-funded initiatives in providing interventions tailored to the production and enterprise needs of marginalized farmers.
Led by SAAD Operational Planning, Budget, Monitoring, and Evaluation (OPBME) Lead Lorena A. Olveña, the regional implementation team, together with Community Development Officers assigned across Region I, facilitated the distribution of assistance to farmer organizations in the four provinces.
The intervention package combined production inputs, livestock support, and postharvest equipment designed to strengthen different stages of the agricultural value chain. Beneficiaries received fertilizers, crop protection inputs, plastic mulch, plastic crates, knapsack sprayers, forage seeds, livestock supplements, and other production materials to support crop and livestock enterprises.
Farmer organizations also received equipment intended to improve postharvest handling and enterprise operations, including pump-and-engine sets and commercial vacuum sealers that can help reduce postharvest losses, improve product handling, and support value-adding activities within their communities.
“SAAD is committed to helping farmers strengthen their livelihoods through timely and responsive support. Every intervention is a step toward building more resilient farming communities,” Olveña said.
Rather than providing uniform assistance, the interventions were matched with the identified requirements of participating farmer organizations. The approach enables communities to access resources that complement existing farming activities while addressing production constraints and supporting enterprise development.
For many farmer organizations, investments in equipment are expected to extend the benefits of government assistance beyond production by improving processing, handling, and marketing capacities. Combined with farm inputs and livestock resources, the interventions support a more integrated approach to agricultural development that links production with postharvest management and income-generating activities.
The distribution also reflects DA-SAAD’s continuing emphasis on targeted investments that strengthen community-based enterprises alongside agricultural production. By equipping farmer organizations with resources suited to their operational needs, the program aims to improve productivity while helping build more sustainable and resilient rural livelihoods across Region I.
