Overview

The Special Area for Agricultural Development (SAAD) Program Phase 2 continues the efforts of Phase 1, focusing on the most marginalized farming and fishing communities. Building on past experiences, this phase emphasizes sustainability, enterprise development, and community empowerment to ensure long-term agricultural growth.

  • Coverage: Additional priority provinces, targeting more marginalized communities

Objectives

  1. Sustain and expand the gains of SAAD Phase 1 by continuing livelihood support.
  2. Strengthen agri-enterprises by improving value chains and market linkages.
  3. Promote sustainable agriculture through climate-resilient and environment-friendly farming practices.
  4. Enhance productivity and profitability of farmers and fisherfolk through technology and innovation.
  5. Institutionalize support systems by forming cooperatives, associations, and partnerships with LGUs and private sectors.

  1. Social Preparation and Community Organizing
    • Updating beneficiary profiles and farmer/fisherfolk group registration
    • Conducting participatory planning and consultation sessions
    • Strengthening partnerships with local government and private stakeholders
  2. Production and Livelihood Assistance
    • Continued distribution of farm inputs, livestock, and fishing gear
    • Introduction of new high-value crops and alternative livelihood projects
    • Sustainable farming techniques and resource management
  3. Enterprise Development and Market Linkages
    • Establishing small-scale processing facilities
    • Linking farmer cooperatives to institutional markets
    • Value-adding activities and agribusiness training
  4. Capacity Building and Technical Training
