Phase 1

Overview

The Special Area for Agricultural Development (SAAD) Program Phase 1 was implemented by the Department of Agriculture (DA) to address food security and poverty reduction in the most marginalized areas of the Philippines. It focused on providing livelihood assistance, agricultural interventions, and capacity-building programs to uplift farmers and fisherfolk.

Implementation Period

  • Duration: 2017 – 2022
  • Coverage: 30 priority provinces across the country

Objectives

  1. Improve agricultural productivity in targeted poor provinces.
  2. Provide livelihood opportunities to marginalized farmers and fisherfolk.
  3. Deliver integrated agricultural interventions, including seeds, livestock, and equipment.
  4. Enhance technical knowledge and farming skills through training and workshops.
  5. Establish sustainable agri-enterprises in the rural sector.

    • Beneficiary profiling and validation

    • Formation of farmer cooperatives and associations
    • Linking farmers to local and national markets

    • Conduct of specialized training programs on modern farming techniques
    • Introduction to sustainable and climate-resilient agricultural practices
    • Farmer field schools and mentoring programs
