These areas are prioritized based on the classification of 5th and 6th class municipalities and beneficiaries within the poverty threshold to ensure targeted support for sustainable agricultural development.

Phase 1

Discover the priority provinces included in Phase 2 of the Special Area for Agricultural Development (SAAD) Program. The selection follows a phased approach, with 10 provinces identified for support from 2017 to 2022, an additional 10 provinces added from 2018 to 2022, and another 10 provinces included from 2019 to 2022. This systematic expansion ensures targeted and sustainable agricultural development in areas with the greatest need.
