To prepare for the 2026–2028 implementation of the Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Program in Central Visayas, the program conducted a three-day Project Proposal Writeshop from July 22 to 24, 2025.
The writeshop equipped the SAAD implementers to develop comprehensive project proposals for 48 SAAD-covered farmers’ associations in the region. These proposals will serve as a guide for implementing the program in the next three years.
Resource speaker Margrette Y. Magsanay, Senior Science Research Specialist, highlighted the importance of a well-structured logical framework. She explained that it not only serves as a guide in drafting proposals but also acts as an effective monitoring and evaluation tool to assess program and project implementation.
The activity also included a review of previous project proposals to identify baseline data and assumptions that will serve as references for the 2026–2028 proposals.

Angel C. Enriquez, Regional Executive Director of DA7, graced the activity and expressed her appreciation for the conduct of the writeshop. She also showed support for the improvement of the projects under SAAD7.
“I’m very happy that you have discussions on better understanding of a Project Proposal because you are guided on how to craft a proposal. Please bear in mind that the government has invested so much in this project, so we need to have a better understanding of the project and data analytics to craft a comprehensive project proposal,” she said.
The various components of project proposal preparation were introduced to new staff who were drafting proposals for the first time. After completing the draft proposals, participants presented their outputs for review and critique to further refine the plans for the different commodities to be implemented during the second half of SAAD’s regional operations.
The activity was attended by all staff from the Provincial and Regional Program Management Support Offices, along with regional experts: Dr. Clarissa Jamilo from the Research Division, Fulgencio Ugay from the Livestock Program, Engr. Arnel Macabudbud from the Regional Agricultural Engineering Division (RAED), and Julius Ludevese from the Integrated Laboratory Division (ILD).
The three-day Project Proposal Writeshop marked an important step in sustaining well-planned and impactful interventions for the next three years. By strengthening collaboration among regional and provincial implementers, improving participants’ knowledge in project formulation, and emphasizing data-driven planning, the activity laid the groundwork for more effective and sustainable agricultural development initiatives in the region.
