SAAD implementers training on administrative and planning skills

QUEZON CITY – The Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) held a five-day back-to-back workshop on Admin and Procurement, and Planning and Budget. The event, hosted by DA-SAAD – National Program Management Office (NPMO) transpired at Icon Hotel, North EDSA on April 16-20, 2018.

Beginning the first day at 2 in the afternoon after officially opening the whole program, the session on Administrative Capability Building participants from SAAD Regional Program Management Support Offices (RPMSOs), as well as Provincial Program Management Support Offices (PPMSOs) are welcomed by the Supervising Admin. Officer of the Personnel Division, Ms. Bella H. Artieda, with a topic on Personnel Management.

The open forum that ended the first day paved the way to discuss issues concerning Contract of Service (CoS) Personnel and the need for guidelines to address these concerns.

Continuing the sessions, Civil Service Commission (CSC) resource person, Ms. Heddie M. Micor, shared various topics revolving around managing and organizing meetings and other activities such as venue and physical arrangement, documentation, effective facilitation tips, and even email efficiency.

In an earlier but related session, SAAD NPMO PR & Communications Cluster Head, Mr. Ulysses J. Lustria, Jr. also echoed Ms. Micor’s lecture on Complete Staff Work to the SAAD NPMO staff that empowers organization subordinates in becoming responsible with presentation of viable recommendations to their superiors.

On the other hand, Administrative Assistant from the DA Records Division, Ms. Jhonalyn R. Moya, gave the participants a refresher on Records Management.

The workshop continued its third day with the resource person from the Department of Environment and Natural Resources (DENR), Mr. Gilbert C. Mondroy, as he laid down the terms and flowcharts under the Procurement Planning and Monitoring. OIC-Chief for Internal Affairs Division, DENR-Legal Affairs Service, Atty. Anthony Raymond M. Valencaria, also discussed the standardized bidding procedures for goods and services.

Meanwhile, DSWD-Procurement Service Director, Ms. Mary Angeline DP. Arabit-Tolentino, tackled alternative methods of procurement. She also elaborated on the community participation in procurement to arm SAAD staff with additional knowledge and skills in administrative and procurement-related activities.

The five-day workshop ended with the awarding of certificates to the participants and a closing remarks from the SAAD Program Director.
