The Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Program in Central Visayas continues to demonstrate the sustainability of its livelihood interventions through a monitoring activity held on June 23, 2026 as the Lawaan Farmers Association (LAFA) in Barangay Lawaan, Alcantara, Cebu has successfully expanded the reach of its Goat Production and Marketing Enterprise project through its pass-on scheme.
During the monitoring activity, Area Coordinator Airine Piñero, together with two staff members from the Food Production and Livelihood (FPL) Sub-cluster, assessed the progress of the association’s goat enterprise and documented significant gains since the project’s implementation.
Under the SAAD Program, LAFA initially received 75 goats to establish its goat production project. The first batch of beneficiaries consisted of eight (8) members, with each member receiving four (4) does and one (1) buck. This was followed by a second distribution benefiting seven (7) additional members, allowing more association members to engage in goat production.
The project has since recorded 70 live offspring, reflecting the healthy reproduction and proper management of the animals by the beneficiaries.
More importantly, the association has already begun reaping the benefits of its sustainability mechanism. Through the project’s pass-on scheme, six (6) members have fulfilled their pass-on obligation with 19 goats already being passed on, enabling four (4) additional members to receive goats and start their own production. Overall, the association’s goat population has grown to 141 heads, reflecting the project’s sustainability and the beneficiaries’ commitment to passing on opportunities to fellow members.
The successful implementation of the pass-on scheme highlights the project’s long-term impact, ensuring that the assistance provided by the SAAD Program continues to benefit more farming households over time. By passing on offspring to new beneficiaries, the association is steadily expanding its livestock resources while strengthening community participation and shared responsibility.
The monitoring team also encouraged the association to sustain proper animal husbandry practices, maintain accurate production records, and continue implementing the pass-on mechanism to maximize the project’s benefits for all members.
The Goat Production and Marketing Enterprise remains one of the livelihood initiatives under the SAAD Program that promotes increased household income, improved food security, and sustainable livestock production among marginalized farming communities in Alcantara, Cebu.
As more beneficiaries receive goats through the pass-on system, LAFA continues to embody the spirit of cooperation and shared growth, proving that a well-managed community enterprise can create lasting opportunities for more farming families.
