Northern Samar is one of the three (3) provinces in Samar Island. It is a part of the Eastern Visayas Region and its provincial capital is Catarman. It is considered a second-class province.

The province has a total land area of 3,498 square kilometers or 349,800 hectares. It is composed of 24 municipalities and 569 barangays.

The province has four (4) main groups of soil covering 349,800 hectares. The soil in the province is mostly clay loam, Las Castellanas clay, and Liberated clay loam. It has a very rugged terrain with restricted plains and valleys. The river valleys are low-lying and often interrupted by hills. These hills reach their highest elevation at 850 meters in Mt. Capotoan in Palapag. The interior of the mainland consists of highly dissected hills and mountain peaks. Low-lying hills are found between the coastal plains of Palapag, the river valley of Gamay and the Catubig Valley.

The province’s specific climate was obtained from Lantican (2001), citing Kintanar (1984) in The Science and Practice of Crop Production. Whereas, the province of Northern Samar is classified as Type II, with no dry season and with a very pronounced maximum rain period from December to February. There is not a single dry month. Minimum monthly rainfall occurs during the period from March to May.

The province is set near the breeding ground of typhoons, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has recorded 48 typhoons from 1948 to 2009. The typhoon occurs three times every two years.

About 69% (243,084ha) of the province’s land are agricultural areas. In terms of the agricultural area by land use, coconut ranks first with 120,964.90 hectares per Philippine Coconut Authority (PCA) report of FY 2014.

Based on the 2018 data of PSA, Coconut is the major crop of the province with a volume of production of 269,848 metric tons for a harvested area of 84,250 ha giving an average yield of 3.2MT per hectare. Following coconut as a major crop are rainfed palay, sweet potato and banana.

The municipalities of Laoang and Las Navas have the most rice production, while San Vicente and Biri have the lowest. This is attributed to the presence of water resources such as beaches and rivers in lieu of agricultural lands. Most of the municipalities though have adequate areas for rice production. However, some are not blessed with such land resources.

For the poultry sector, the province’s focus is on the production of native/improved chicken. The PSA recorded that the province has produced 1,356 heads of chicken and 57 heads of duck for the year 2019. On the other hand, for the livestock sector, the province’s focus is on swine production. For the year 2019, the province had produced a total of 9,163 heads of swine.

The province has three (3) major fishing grounds, these are: Samar Sea, San Bernardino Straight and Pacific Ocean.  These fishing grounds also serve as breeding places for various species for Spanish mackerel, grouper, tuna, big-eyed scad, herring, anchovies, salmon, round scad and siganid. Other fishery products are crabs, shrimp, squid, cuttlefish, lobster and octopus.

Northern Samar has 13,710.07 km. length of coastline, 20 coastal municipalities, and 221 coastal barangays.

In the 4th quarter of 2019, the biggest contributor in terms of volume of production is municipal fishing  at 4,573 metric tons, followed by commercial at 728, and last is aquaculture at 196 (PSA, 2019).

The major commodities are bangus, tilapia, seaweeds (Spinosum/Cottonii), and mangrove crab.

Northern Samar has the Regional Brackishwater Aquaculture Production Center at Lavezares. Various hatcheries and processing facilities can also be found in different municipalities.

Northern Samar has been consistently included in the cluster with the highest poverty incidence among families in 2006, 2009, and 2012 along with Eastern Samar, Lanao del Sur, Maguindanao, Masbate, Sarangani and Zamboanga del Norte. It has recorded a 43.5% poverty incidence among families last 2012.  It is the only province in the region that has increased its poverty rate for the year 2015. It went from 43.5% in 2012 to 51.5% by 2015.

However, significant improvement in poverty incidence among families between 2015 & 2018 were noted in Northern Samar. The province recorded its biggest decline in poverty incidence among families from 51.5% in 2015 to 27.4% in 2018. This was highlighted during the NEDA 8 Statement on the 2018 Full-Year Poverty Statistics of Eastern Visayas last January 31, 2020 in Tacloban City.

In terms of the poverty situation in Northern Samar, the municipality of Silvino Lobos has the highest poverty incidence at 78.5% while the municipality of Allen has the lowest at 33.4%.

Based on the 2015 Data for City and Municipal Level Small Area Poverty Estimates of PSA for Northern Samar, the municipality of Silvino Lobos has consistently ranked 1st for the years 2009, 2012 and 2015, respectively. Though it has a decrease in poverty incidence for the year 2015 compared to the previous years, it is still the poorest municipality in the province.

Agriculture Sector

The program was implemented in the province in 2017 with a total number of 10 livelihood projects with a total amount of Php 64,535,000 for 3,083 farmer individuals and 90 farmer associations.
