Eastern Samar is one of the six provinces in Region VIII (Eastern Visayas) bounded on the east of the Pacific Ocean. The provincial capital, Borongan City, is approximately 550 air-kilometers southeast of Manila and around 65 air kilometers northeast of Tacloban City, the regional capital. Eastern Samar has a total land area of 461,720ha in which 51.5% or roughly 237,785 ha of it are classified as agricultural land subdivided into 22 municipalities and one city. Twenty of these are located along the coasts while two are inland municipalities.

It ranked 2nd among the ten (10) poorest provinces (PSA, 2012) and 12th among the thirty (30) poorest provinces (PSA, 2015) i .

The interior part of Eastern Samar is rough, hilly covered with dense tropical vegetation with more than 18% slope which make up 61.35% of the entire area of the province. The province’s specific climate was obtained from Lantican (2001), citing Kintanar (1984) in The Science and Practice of Crop Production. Whereas, the province of Northern Samar is classified as Type II, with no dry season and with a very pronounced maximum rain period from December to February. There is not a single dry month. Minimum monthly rainfall occurs during the period from March to May. Since the province faces the Pacific Ocean, it is regularly hit by powerful tropical cyclones such as Typhoon Haiyan.

Agriculture and fishing dominate the province’s economy of which by themselves are low-income generating activities. A total of 237,785 hectares in the province is devoted to agriculture. About 95% of the total agricultural land or 225,896 ha are croplands which compose of mostly commercial crops such as coconut, abaca, banana and pineapple. 25% of these croplands or 56,474ha are intended  for food crops such as root crops and palay.

Based on the 2018 data of PSA, Rice is the major crop of the province with a volume of production of 59,588 metric tons for a harvested area of 22,496 ha giving an average yield of 2.65 MT per hectare. Following Rice as a major crop (rainfed and irrigated palay) are cassava and sweet potato.

For the poultry sector, the province’s focus is on the production of native/improved chicken. On the other hand, for the livestock sector, the province’s focus is on swine production. The PSA recorded that the province has produced 343 heads of chicken, 6 heads of duck for the year 2019 and 3,258 heads of swine.

The province has three major fishing grounds, namely: Philippine Sea (Northeastern Pacific, Leyte Gulf, San Pedro Bay, Camotes Sea, Ormoc Bay, Danajon Bank, and Visayan Sea.

Fishing at the eastern side of the province, that is the municipalities facing Leyte Gulf and San Pedro Bay is highly seasonal being lean during Southwest Monsoon (April-October) and peak during Northeast Monsoon (November-March). On the other hand, municipalities in Carigara Bay experience lean fishing season during Northeast Monsoon and peak fishing season during Southwest Monsoon.

The major commodities are big-eyed scad, yellowfin tuna, skip jack milkfish, tilapia, seaweeds, and mudcrab.

In the 4th quarter of 2019, the biggest contributor in terms of volume of production is municipal fishing  at 4,642 metric tons, followed by commercial at 418, and last is aquaculture at 113 (PSA, 2019).

In 2015, the province of Eastern Samar registered a poverty incidence of 37.4% among families in 2015 or about 37,919 households are below the poverty threshold. Its annual per capita poverty threshold level was estimated at P22,886.00 in 2015 which means that a family of five members in the province should have a monthly income of P5,630 to meet its food and non-food requirements. However, the poverty incidence rate recorded last 2015 was the lowest rate the province has been since 2006. There has been a decrease of incidence rate of 18% in the 2015 data compared from the 2012 data of PSA.

In terms of the poverty situation in Eastern Samar, the municipality of Maslog has the highest poverty incidence at 68.3% while the city of Borongan has the lowest at 32.3%.

Based on the 2015 Data for City and Municipal Level Small Area Poverty Estimates of PSA for Eastern Samar, the municipality of Maslog has consistently been included in the poorest municipalities of the province for the years 2009, 2012 and 2015, respectively. It was also one of the municipalities along with Sulat to gain an increase in the poverty incidence rate from 2012 to 2015.

Agriculture Sector

Upon implementation of the SAAD Program, the province identified ten (10) municipalities to be the farmer-partners of the program. These are the municipalities of Jipapad, Arteche, San Policarpio, Maslog, Oras, Dolores, Balangkayan, Hernani, General McArthur, and Quinapondan. The livelihood interventions are in the form of rice, corn, vegetable, poultry, goat, and swine to be given to 2,935 farmer individuals and 141 farmer associations, with a total budget of Php 66,034,000.
